O R D E R:
In the reference 1st read above, the Director of Census Operations, AP Hyderabad has stated that the Registrar General, India vide order No.G-23011/01/09-BC, dt.4.1.2010 has conveyed the sanction of Competent Authority for payment of Honorarium & Training Allowance to Enumerators, Supervisors and Master Trainers and honorarium to Charge Officer/SDO/Addl. Charge Officer, Principal/District Census Officer engaged in connection with Population Enumeration Census 2011. As per the said orders, the Honorarium @ Rs.3,300/- per person is payable to the Enumerators, Supervisors and Master Trainers. It has also been stated that the Registrar General has also conveyed sanction for payment of Training Allowance to Enumerators, Supervisors and Master Trainers including reserve staff @ Rs.250/- per day per person for three days for attending training classes in connection with population Enumeration of Census 2011 and placed the required funds of Rs.51,68,98,400/- towards Honorarium and Rs.13,10,67,500/- towards Training Allowance at the disposal of Govt. of Andhra Pradesh. The D.C.O. has also stated that as per the R.G.s letter dt.4.1.2010 the Honorarium @ Rs.6,000/- and Rs.7,000/- is payable to the Charge Officer/SDO/Addl. Charge Officer and Principal/District Census Officer respectively.

In the G.O.2nd read above, the Finance (Expr.GAD.II) Department have issued Budget Release Order for an amount of Rs.72,08.24 Lakhs (Rupees Seventy Two Crores, Eight Lakhs and Twenty Four Thousand Only) as additional funds amounts for payments of Honorarium and training allowance to the employees who have attended the Census work-2011.
3. After careful examination of the matter, Government hereby accord sanction for an amount of Rs.72,08,24,000/- (Rupees Seventy Two Crores, Eight Lakhs and Twenty Four Thousand Only) towards Payment of Honorarium & Training Allowance to Enumerations, Supervisors and Master Trainers and Honorarium to Charge Officer/SDO/Addl.Charge Officer, Principal/District Census Officer in connection with Population Census 2011, as indicated in the Annexures I, II & III to this order from out of the Budget amount of Rs.198.35 crores released by Govt. of India as on Account advance.
4. The expenditure towards payment of honorarium sanctioned in para (3) above shall be debited to “3454-Census, Surveys & Statistic-01-Census–MH-800-Other Expenditure-SH(05) Census Establishment–2011-280/284-Other Payments” and shall be met in relaxation of Treasury Control Orders & quarterly regulation order, pending provision of funds by obtaining supplementary grant at the appropriate time during 2011-12.

5. The District Collectors/Commissioners of Municipal Corporations and designated Census Charge Officers are authorized to draw and disburse the amount of Honorarium & Training Allowance to Enumerations, Supervisors and Master Trainers and Honorarium to Charge Officer/SDO/Addl.Charge Officer, Principal/District Census Officer, as indicated in the Annexures I, II & III to this order.
6. The District Collectors/Commissioners of Municipal Corporations are requested to furnish full consolidated particulars of the expenditure incurred, to this Department and to the Director of Census Operations, Andhra Pradesh, Hyderabad along with Utilization Certificates so as to reconcile the expenditure with the A.G., A.P. Hyderabad and to settle the on Account Advances paid by the GOI for the purpose.
7. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad is requested to authorize the expenditure immediately and ensure that the District Treasury Officers/Pay & Accounts Officers concerned admit and honour the bills without any delay.
8. This order issues with the concurrence of the Fin (Expr.GAD.II) Department vide their U.O. No.11240/211/Expr.GAD.II/A2/2011, Dt:26.11.2011.
