ORDER:
In the G.O. 1st read above, orders have been issued constituting Public Service Commission for the State of Telangana.

The Secretary, Telangana State Public Service Commission in the reference 2nd read above, has informed that the existing scheme and syllabus of United Andhra Pradesh has to be changed as per the needs and requirements of new State of Telangana and therefore, the Commission has constituted an Experts Committee to study and make recommendations to review the present classification of Groups and other services; scheme and pattern of examination of posts comes under the purview of the Public Service Commission. The said committee has submitted its report and the same has been furnished along with the recommendations of the TSPSC for approval of the Government


In the G.O. 3rd read above, a Cabinet Sub-Committee has been constituted to examine and recommend on Scheme of Examinations for various posts to be filled by the Telangana State Public Service Commission by the method of direct recruitment, keeping in view the report of the Expert’s Committee and the recommendations of the TSPSC. The Cabinet Sub Committee has submitted its report to Government.

Keeping in view the recommendations made by Cabinet Sub-Committee, after careful examination of the matter, Government hereby issue the following classification of posts, scheme and pattern of examination for various categories of posts to be filled-up by direct recruitment through Telangana State Public Service Commission. Telangana Teachers Transfers Guidelines, TS Teachers Transfer Schedule has been released. The Telangana Govt has released G.O Ms.No.12 Dated 16.06.2015 regarding this matter. The following are TS Teachers Transfers Guidelines and Schedule for 2015. Teachers need to apply online for transfers in this year too as usual.



TS Teachers Transfers Guidelines 2015

Head Master Gr.II (Gazetted), who have completed (5) years of service in a particular School as on 1st July of the current year shall be compulsorily transferred,provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer.

Teachers, who have completed (8) years service in a particular school as on 1st July of the current year shall be compulsorily transferred, provided those who are going to retire within two years from 1st July of the current year shall not be shifted until and unless the incumbent requests for such transfer

The male Head Master Grade-II (Gazetted) /Teacher aged below 50 years as on 1st July of current year and working in Girls High School.

All transfers shall be affected within the present Management, Agency Area to Agency Area, Plain Area to Plain Area

Entitlement Points

Entitlement points shall be awarded to the Head Master Gr.II (Gazetted)/ Teacher who applies for Transfer in the following manner:
a) For service in the present School, basing on its location, as per the following scale, as on 1st July of the current year:-
i. Service in category IV areas: Five (5) points for every year of service and 0.416 for every month.
ii. Service in Category III areas: Three (3) points for every year of service and 0.25 for every completed month.
iii. Service in the Category II areas: Two (2) points for every year of service and 0.16 for every completed month.
iv. Service in the Category I areas: One (1) point for every year of service and 0.083 for every completed month.

Telangana 10th Class/SSC Question Papers 2015

Telangana Board of Secondary Education is conducting Telangana 10th Class/Telangana SSC 2015 March Examinations from the 25th march 2015. Huge number of candidates are appearing for these examinations. 10th Class/SSC 2015 examinations are scheduled to start in Andhra Pradesh from 26th March 2016 means one day after the start of TS 10th Class Exams.

Telangana Board has conducted Telugu Examination today that is on the 25th March 2015. This paper has been uploaded online for the use of candidates who are preparing for these examinations. As new model is introduced from this year, the candidates of AP need to download this Telangana SSC Telugu Question Paper 2015/Telangana 10th Class Telugu Question Paper 2015 for practice purpose.

G.O Ms.No.25 Dated 18.03.2015 Points

A fitment benefit of 29% for fixing the pay in the Revised Pay Scales.
Continue the existing 32 grades and 80 segments of the Revised Master Scale.
To sanction five stagnation increments beyond the time scale in all grades in the event of stagnation.
A fitment benefit of 43% would be given for fixing the pay in the Revised Pay Scales, 2015 as against the fitment benefit of 29% recommended by the Tenth Pay Revision Commission. The Dearness Allowance of 63.344% as on 01-07-2013 will be merged in the pay as recommended by PRC.
The Revised Pay Scales will be implemented notionally from 01.07.2013 with monetary benefit from 02.06.2014.


G.O Ms.No.26 Dated 18.03.2015 Points

The Dearness Allowance be regulated at 0.524% for the State Employees for every one percent of Dearness Allowance sanctioned to the Employees of Government of India with effect from 01.01.2014.

Government have accepted the recommendation of the Tenth Commission. Dearness Allowance to the State Government employees shall be regulated@0.524% for every one percent of Dearness Allowance sanctioned to he employees of Government of sanctioned in the India with effect from 01.01.2014.

G.O Ms.No.27 Dated 18.03.2015 Points

The existing ceiling of Rs.12,000/- be enhanced to Rs.20,000/- per month for the areas covered by Greater Hyderabad Municipal Corporation

For other places where ceiling is Rs.8,000/-, the same be enhanced to Rs.15,000/- per month

G.O Ms.No.28 Dated 18.03.2015 Points

Pay upto Pay Up to Rs.16,400/-: 400 for Greater Hyderabad Municipal Corporation. Rs200 for Municipal Corporations of Karimnagar, Khammam, Nizamabad, Ramagundam and Warangal.

Pay above Rs.16,400/- and up to Rs.28,940/-: 600 for Greater Hyderabad Municipal Corporation. Rs300 for Municipal Corporations of Karimnagar, Khammam, Nizamabad, Ramagundam and Warangal.

10th PRC Pay Scales


The commissions has recommended the following Master Pay Scales. These pay scales are calculated at the rate of 29% fitment. Several employees unions have demanded for 69% fitment, but the 10th PRC has only recommended 29% fitment. Fitment increase issue will be discussed when the cabinet sub committee held discussions with union leaders. AP State Govt Finance Minister Mr.Y.Rama Krishnudu will be meeting all the reconfigured unions bearers on the 13th of January 2015 for this issue.

10th PRC Dearness Allowance


10th Pay  Commission recommended Dearness Allowance be regulated at 0.524% (536:1022) for the State Government Employees for every 1% of Dearness Allowance sanctioned to the employees of Government of India With effect from 1.1.2014. This is really a big shocking news for the AP and Telangana State Govt Employees and Pensioners who are looking forward for equal rate with central government employees.

10th PRC HRA


10th PRC recommended 30% of Basic Pay as HRA where the population is more than 50 Lakhs, 20% of Basic Pay where the population is more than 2 Lakhs, 14.5% of basic pay where the population is more than 50000 and less than 2 Lakhs and 12% of basic pay where the population is less than 50000. The existing ceiling of Rs.12,000/­ be enhanced to Rs.20,000/­ per month  for  the  areas covered by Greater Hyderabad Municipal Corporation. For other places where ceiling is Rs.8000/­, the same is recommended to be enhanced to Rs.15,000/­ per month.

10th PRC CCA


10th PRC recommended the  existing  rate  of  CCA  be raised in all pay ranges and recommends that CCA should be continued with enhanced rates.

Special Pay of Rs.300/­ p.m. recommended for all Assistant Section Officers working in Secretariat, Legislature Secretariat, Raj Bhavan Secretariat, A.P. High Court, A.P. Administrative Tribunal, A.P.Public Service Commission, A.P. State Election Commission, Institution of Lok­ayukta  and  Upa  Lok­ayukta,  Special  Court  for  Land  Grabbing Prohibition Act

The  existing  Special  Grade,  SPP  IA/  SAPP  IA/  SPP  IB/  SAPP IB/SPP­ II/SAPP­II may be continued with the Special Grade after 6 years, SPP­IA/SAPP­IA after 12 years, SPP­IB/SAPP­IB after 18 years and SPP­II/SAPP­II after 24 years

The Commission recommends that the revised pay scales should come into force from 1.7.2013.

Government of Telangana as a part of its social safety net strategy, hereby,  introduces the Aasara pensions with a view to ensure secure life with dignity for all the poor. This scheme is meant to protect the most vulnerable sections of society in particular the old and infirm; people with HIV-AIDS, widows, incapacitated weavers and toddy tappers, who have lost their means of livelihood with growing age, in order to support their day to day minimum needs required to lead a life of dignity and social security.

2. In the past, social security pensions provided were meager and, barely sufficient to cover the basic minimum requirements of the needy. With a view to combat the ever-increasing cost of living and inflation, the Government, hereby, introduces a new scheme called Aasara pensions, which will provide substantial financial benefits to all the above categories, particularly those who are most
needy.

3. Government with a view to identify eligible beneficiaries, conducted a comprehensive one day Samagra Kutumba Survey (SKS) of households in the State of Telangana on August 19, 2014. The data collected during the Survey is expected to form the basis of identifying the poor and vulnerable who are truly eligible for the social safety net protection, through the AASARA Pensions.
Towards this purpose, instructions have already been issued vide Memo 6th cited above to commence a detailed process of identification of the poor and vulnerable.

Some of the Important Points of the New Guidelines mentioned in the G.O Ms.No.32

1.The total cost on implementation of Employees Health Scheme shall be borne by the Government and no contribution will be collected from the employees/ pensioners.
2.There shall be no upper limit on the financial coverage and the total cost of treatment of the patient for the enlisted therapies will be covered under the Scheme.
3.Treatment for all the enlisted procedures will be provided in all the network hospitals (both private and Government) empanelled with Aarogyasri Health Care Trust. However position will be reviewed after six months so as to ensure a minimum of 60% participation by Government Hospitals in terms of amount. To achieve that, if required, certain procedures may be reserved for Government hospitals which have required infrastructure for such procedures.
4.Out patient for Chronic Diseases will be provided in the notified Government Hospitals only and the guidelines for chronic OP treatment shall be issued separately.
5.There is no need for ‘steering committee’ for the Scheme.
6.Inclusion of other categories of employees will be examined after implementation of the Scheme for six month

Accordingly Government hereby direct that the “Employees Health Scheme” shall be implemented with effect from 01-11-2014 with the modifications mentioned in para-2 above

Telangana Food Security Card (Aahara Bhadratha Card)

Telangana Food Security Card (Aahara Bhadratha Card) will be issued in place of old ration cards in all the 10 districts of Telangana namely Adilabad, Hyderabad, Karimnagar, Khammam, Mahabubnagar, Medak, Nalgonda, Nizamabad, Rangareddy, and Warangal. Huge response has been recorded in all these 10 districts of Telangana for the Food Security Card (TSFSC). About 2 lack applications has been received by the revenue department only in the Karimnagar District.

State Govt of Telangana will be issuing these Food Security Cards (Aahara Bhadratha Cards) in place of old ration cards. Beneficiaries of these cards will get food grains at a very low price. People can apply for these cards on a white paper. Telangana Food Security Card Application Forms will also be available at all ration shops spread over all districts Adilabad, Hyderabad, Karimnagar, Khammam, Mahabubnagar, Medak, Nalgonda, Nizamabad, Rangareddy, and Warangal. They have to enter their name, village name, door number, Aadhar Number and Mandal Name on the application form.

Last date to apply for Telangana Food Security Card (Aahara Bhadratha Card) is the 15th October 2014. However people can submit application forms when the scrutiny officer will visit their habitation. Applicants has to submit their filled in application forms to the Panchayat Secretary or VRO. Scrutiny of the application forms will be held from 16.10.2014. This process will be monitored by MRO, Dy.MRO, Revenue Inspectors and other related officers. It is expected that New Telangana Food Security Card (Aahara Bhadratha Card) will be issued from the 1st of November 2014

State govt of Telangana will use the data which has been collected during the Telangana house hold Survey which was conducted on the 19th of August 2014. As said in their election manifesto, the TRS govt is providing all facilities to the actual beneficiaries and terminating bogus ration cards.

ALLOWANCES – Dearness Allowance – Dearness Allowance to the State Government Employees from 1st July 2014 – Sanctioned – Orders – Issued.
FINANCE (HRM.IV) DEPARTMENT, G.O.Ms.No.35, Dated 01-10-2014 

O R D E R:
Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government Order 27th read above to the employees of Government of Telangana from 71.904% of the basic pay to 77.896% of basic pay from 1st July, 2014.

2. The Dearness Allowance sanctioned in the above para shall also be payable to:
i) The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.

ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

iii) Teaching and Non-Teaching Staff of Universities including Professor K. Jayashankar Telangana State Agricultural University and Jawaharlal Nehru Technological University, Hyderabad who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

3.    Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 100% to 107% of the basic pay with effect from 1st July, 2014.

3.1. The above rate of Dearness Allowance is also applicable to:
(i)    The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.
(ii)    The Teaching staff of the Universities including the Professor K. Jayashankar Telangana State Agricultural University and the Jawaharlal Nehru Technological University, Hyderabad and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

4. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 200% to 212% of the basic pay with effect from 1st July 2014, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.

Telangana Rationalisation of Schools and Teachers

ORDER:
Under Right to Education (RTE) Act 2009, the Right to Education is accorded the same legal status as the Right to Life as provided by Article 21 (a) of Indian Constitution. Every child in age group of 6 to 14 years will have to be provided upto 8 years of Elementary Education on admission to an age appropriate class in the school in the vicinity of his / her neighborhood. Right to Education Act, 2009 at Section 25(1) reads:-“Within six months from the date of commencement of this Act, the appropriate Government and the local authority shall ensure that the PupilTeacher Ratio, as specified in the Schedule, is maintained in each school.

2. Accordingly, Government in the reference 1st read above issued orders to take up the exercise of Rationalization of staff in schoolsin the year 2011 strictly in accordance with the norms and standards given in the schedule of the Act in order to implement the provision of the Act. As per para (7) of the said G.O., the rationalisation is to be taken up every year
3. Pursuant to the rationalisation of schools and staff taken up in the year 2011, the following developments have taken place in the pursuit of achieving Pupil Teacher Ratio (ptr) in schools in accordance with norms specifiedin RTE Act, 2009 and RMSA Norms applicable to Elementary and Secondary schools respectively:

  • (i)Govt. have issued G.O. Ms. No. 61 (reference 2nd read above) indicating eligibility for certain additional posts for SUCCESS High Schools, over and above staff pattern in the Annexure-III in G.O. 55 in reference 1st read above and specifying norms for allotting LFL HM posts.
  • (ii) Govt. have issued another G.O.Ms.No.55, SE (PE-SSA) Department, dated 05.07.2012 wherein Govt. have prescribed staff pattern for classes VI to VII / VIII and norms for teacher workload, and norms for opening additional sections in Class VI and above in schools.
  • (iii) Govt. have issued G.O. Ms. No. 63 Edn (SE-Prog-1) Department, dated 26.07.2012 prescribing time table for a school which indicates number of periods per week, subject / activity wise for each of classes I to V, VI & VII and VIII to X.
  • (iv) Further, Director (SE) MHRD, Govt. of India has addressed a D.O. Letter No. 1-42/2011-Sch.1, dated 03.08.2011 to all Statesin the country indicating norms for providing additional teachers for a secondary school under RMSA. 

4.  In view of these developments, the Commissioner  & Director of School Education, Telangana,  Hyderabad  in  the  reference  3rd  read  above  has  submitted proposals  stating that as per the UDISE data for the year 2013-14, there is a need to take up rationalization of staff and amalgamation of schools under various  managements in accordance with the provisions of RTE Act, 2009 and requested to issue  revised norms and guidelines to take up rationalisation in supersession of earlier norms and guidelines issued in the reference 1st read above.

5. After examining the proposals, the Government after careful consideration here by issue  the  norms  of staff  pattern for  rationalization  of  staff  and  amalgamation  of schools under various managements in supercession of the orders issued in the references read above, as given in the Annexures I to VII appended  showing staffing pattern for Primary School,  Upper  Primary  School  and  a  High  School  respectively.  Further  the  norms  of shifting  of  surplus  posts  on  the  basis  of  this  staff  pattern  now  notified  are  given  in Annexures I to VII

CONSTITUTION OF COMMITTEE AT DISTRICT LEVEL:
The Committee consists of the following:-
1.  District Collector  – Chairman
2.  Addl. Joint Collector  -  Member
2.  Chief Executive Officer, Zilla Parishad  – Member
3.  P.O. , I.T.D.A  - Member
4  Project Officer, RVM  – Member
5.  District Educational Officer  – Member-Secretary

6. The Committee is competent to rationalize the teaching staff in schools and amalgamation of schools as detailed in the Annexures under various managements i.e., Government, Zilla Parishad, Mandal Parishad Schoolsin the District based on the enrolment in the schools as per DISE 2013-14. Surplus teachers identified shall be posted in the vacancies notified through counseling.

7. An appeal against the orders of the District Educational Officer shall lie with the Commissioner and Director of School Education concerned. The appeal should be made within 10 days from the date of orders of the District Educational Officer.

8. This exercise of rationalization of teaching staff in schools and amalgamation of schoolsshall commence immediately after completion of SSCspot valuation every year as per the schedule given by the Commissioner & Director of School Education, Telangana, Hyderabad.

9. It is further clarified that on account of this rationalization there shall be no creation of any new post or reduction in sanctioned posts ina District, with District taken as a unit for each management.

10. The Commissioner and Director of School Education is requested to issue further Schedule, guidelines and instructions on implementation of this exercise.

The following Notification shall be published in the Extra Ordinary Issue of the Telangana Gazette dated:14.08.2014.

NOTIFICATION
In exercise of the powers conferred by section s 101 of the Andhra Pradesh Reorganization Act, 2014 (Central Act No.6 of 2014) and section s 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 1983, (Andhra Pradesh Act No.5 of 1983), the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra
Pradesh Unaided Non - Minority Professional Institutions (Regulation of Admissions into under-graduate and Pharm.D (Doctor of Pharmacy) Professional Courses through Common Entrance Test) Rules, 2011 issued in G.O.Ms.No.75, Higher Education (EC.2) Department, dated 28.07.2011 and as subsequently amended from time to time.


AMENDMENTS
In rule 6(ii) of the said rules under the sub heading “TO FILL UP CATEGORY –B SEATS (30%)”
1. in para -1,
(a) in clause – (ii), for the figure “5%”, the figure “15%” shall be substituted
(i) in clause (iii), for the expression, “AIEEE” the expression “JEE-(Mains)” shall be substituted.
2. In para-2
(i) in clause (vi), after the words “seats by the institution:, the following shall be added namely:
“The students shall also be provided an option to submit applications in person at the college and in such cases also acknowledgement of receipt of application shall be issued by the management”
(ii) in clause (x), after the words “apply online”, the words “or in person” shall be inserted.
(iii) in clause (xi), the words “online” shall be omitted.
(iv) in clause (xii), after the words, “apply online” the words “or in person” shall be inserted.
(v) In Clause (xiv), after the words “upload the data”, the words “of both applications received
through online and in person. One select list shall be prepared and be uploaded in the web portal
for verification and validation” shall be inserted.
(vi) in clause (xv), for the expression “AIEEE”, the expression “JEE-(Mains)” shall be substituted.
(vii) In clause (xvi), after the words “merit of the candidates” the following shall be added namely:-
“The management of the college has an option to call upon the selected candidates to appear in person for interview to substantiate their credibility and financial capacity to its satisfaction. In the event of the
management finding that any of the selected candidates is not suitable for admission, the management shall be at liberty to reject the candidature of such candidates and the reasons should be communicated to the Competent Authority”.
(viii) in clause (xx), for the words “again upload for validation the second list’ the words “admit candidates from the list” shall be substituted.

The new Government of the State of Telangana has assured the farmers that, as a first step towards alleviating their hardship, a scheme will be introduced for the waiver of their outstanding crop loans. In the current dispensation, crop loans are sanctioned for a period of one year and rolled over at the end of the year on payment of interest. Thus, there is no fresh cash inflow to farmers thus forcing them to purchase high cost inputs on credit at a very high interest. The Government of Telangana is convinced that unless this cycle is broken with a one-time crop loan waiver, farmers will remain trapped in perpetual indebtedness. This measure will also enable the farmers to make fresh investments in agriculture. Keeping in view this imperative, the Government of Telangana has formulated the Crop Loan Waiver Scheme. This scheme covers only institutional loans and does not cover loans from non-institutional sources.

Scope of the Telangana Crop Loan Waiver Scheme and Eligible Amount

This scheme will cover short term production loans, and crop loans against gold, disbursed to farmers in the Telangana State by scheduled commercial banks, cooperative credit institutions (including urban cooperative banks) and regional rural banks, collectively called as the “lending institutions”.
The eligible amount for debt waiver would be limited to the amount of loan (together with applicable interest), which is disbursed and outstanding as of 31st of March, 2014 or Rs.1,00,000 per farmer family whichever is lower.
The farmer family is defined as head of the family, spouse and dependent children.

The following loans/accounts shall not be eligible under the Crop Loan Waiver Scheme.

a) Advances against pledge or hypothecation of agriculture produce other than standing crop
b) Tied loans
c) Closed crop loan accounts
Short term production loan means a loan given in connection with the raising of crops which is to be repaid within 18 months. It will include working capital loan, for traditional and non-traditional plantation and horticulture.

Implementation Guidelines of theCrop Loan Waiver Scheme

a) Preparation of list of farmers with outstanding crop loan dues and arriving at the amount of claim
i) Each lending institution – bank branch - which has disbursed short term crop loans to farmers shall prepare village-wise list of farmers with outstanding crop loan dues as on March 31, 2014 in the prescribed format (Annexure-A).
ii) Each lending institution, shall also prepare a village -wise list of farmers who have outstanding dues as on March 31, 2014 in respect of crop loans taken against gold in the prescribed format (Annexure-B).
iii) The list of farmers in Annexure-A and Annexure-B should be compared by the Bank Branch Manager and a final list of farmers who have outstan ding crop loan and limited to a maximum extent of Rs.1.00 lakh should be prepared by the Bank Branch Manager in the format designed in Annexure-C. One copy of Annexure-A, B, C should be sent by the Bank Branch Manager each to LDM and District Collector.

Telangana Special Increment G.O Ms.No.23 Dated 13.08.2014

1.The State of Telangana was formed and came into existence as the 29th State in the Union of India on and from 2nd June, 2014 under the A.P.Reorganization Act, 2014.

2. Several sections of the society have voluntarily participated in the movements demanding the Central and State Governments for creation of the State of Telangana. Non-Gazetted, Gazetted and other classes of employees have played a n important role in building up the movement in a peaceful and democratic manner and in mobilizing the support of the nation for the just demand. The contribution of the employees community was immense in the emergence of the State of Telangana.
3.In token of appreciation of the role played by the employee community, the Government have decided to sanction a special increment by name Telangana Increment to the employees to mark fulfillment of the longstanding demand for formation of separate State of Telangana.

4.Accordingly, Government hereby order sanction of Telangana Increment in the nature of a special pay equivalent to the immediate previous increment draw n in their current pay scale, which wo uld be a permanently fixed amount during the entire period of service (like earlier family planning increment), to the following categories of employees serving the Government of Telangana.

a)All employees of the State Government who are in receipt of pay in a regular pay scale in the RPS, 2010/UGC/AICTE pay scales.

b)Employees of the Local Bodies, Agricultural Market Committees, Zilla Grandhalaya Samasthas and Aided Institutions, who are in receipt of pay in a reg ular pay scale in the RPS, 2010.

c)Work-charged establishment in receipt of pay in a regular pay scale in the RPS, 2010.

d)Teaching and Non-Teaching Staff of Universities who are drawing pay in a regular scale of pay in the RPS, 2010/UGC/AICTE pay scales

Government has been engaging personnel on contract basis for certain technical and other categories in Government departments and other institutions under the control of the State Government, to meet short term man power requirements. The term of these contract personnel is being extended from time to time based on their requirement duly entering in to fresh contract with mutually agreed terms.
Most of the Contract personnel are working over a long period of time against the regular posts sanctioned and there is a request from their side to evolve a scheme for regularization of the Contract Employees

Government has decided to constitute a committee of officers to examine the issue with reference to provisions of the A.P. Act 2 of 1994, State and Subordinate Service Rules, Special Rules and judicial
pronouncements on the subject. It shall also go in to the details of various categories of contract personnel, their method of appointment, compliance with rule of reservation and all related issues so as to formulate a scheme for regularization of contract personnel with the approval of Competent
